What is the Barnacle: The Barnacle is a lightweight device that when placed on a windshield uses suction to attach itself effectively immobilizing the vehicle in a non-invasive manner. It is meant to be a low impact device that when able replaces towing to an off campus compound

When is the Barnacle Deployed: The Barnacle is deployed once a parker reaches the status of Persistent Violator. Which as per the University of Regina Parking Bylaw 2.42 means a Person who has Outstanding Citations owing to the University in excess of $199.99 at any particular time. Additionally prior to the Barnacle being deployed a final Persistent Violator notice letter will be issued.

Why the Barnacle: The Barnacle is a less invasive and impactful enforcement tool than traditional towing. It provides the parker with the ability to pay their outstanding citation balance by phone or through Barnacle’s™ website payment portal.

This means that there is no longer a need to travel to an impound lot, pay tow fees, or address concerns during Parking & Transportation Services office hours to remove a vehicle boot or locate a towed vehicle. Individuals simply pay their citations, enter the provided access code, remove the Barnacle™, and then return it to the drop box located in Lot 2 to provide immediate access to your vehicle.

How to remove the Barnacle Step by Step instructions
  • Go to web pay.barnacleparking.com.
  • Please enter the device number as displayed on the Barnacle/press next.
  • Enter your mobile number/press next.
  • You will receive a text message with a one-time 3-digit verification code.
  • Enter the 3-digit verification number you received/press next.
  • Enter your payment information using a credit card, apple pay or google pay. To release the Barnacle, you must pay the amount owed/press pay.
  • Once your payment has processed you will receive two text messages.
  • First, you will receive a text of your Barnacle Release Receipt which can be accessed, saved or printed using the URL link provided.
  • Second, you will receive a text message with your 4-digit release code.
  • Enter this 4-digit release code using the keypad located on the Barnacle.
  • Press enter three times.
  • The Barnacle device will display the following message: “Disarming device may take 30 seconds to fully detach”.
  • Remove the Barnacle device by gently pulling it off the windshield and folding it so the yellow parts are facing out. There is a handle for carrying.
  • In order to receive a refund on the Barnacle device deposit you must return the Barnacle within 24 hours. You can return the Barnacle at any one of the Barnacle drop box locations.
Why do I have a Barnacle on my vehicle?
The reason that you have received a Barnacle is that your vehicle has reached the status of a persistent violator as per University of Regina Bylaw 2.42 "Persistent Violator" this means a Person who has Outstanding Citations owing to the University in excess of $199.99 at any particular time. Before we place the Barnacle on your window we will make a final attempt to resolve outstanding account matters by issuing a Final Persistent Violator notice letter. In cases where the front windshield has pre-existing damage preventing the application of a Barnacle device, the vehicle will be towed instead.
How do I remove the Barnacle device?

You may call Barnacle’s 24/7 toll-free line at (619) 357-7640 or visit their website pay.barnacleparking.com to make a payment at which point a release code will be provided. You may also visit the Parking and Transportation Services help desk located in the College West building for assistance the desk is open Monday-Friday 8:00 a.m. to 4:30 p.m.

What should I do after I pay my fines?
Upon successful payment and removal of the Barnacle, the motorist is required to return the Barnacle device to our drop box within 1 business day. Should the motorist damage, tamper with or not return the Barnacle device within 1 business day of release they will be subject to additional fines pursuant to bylaws 5.11.1 and bylaw 9.2.5

What happens if I attempt to remove the Barnacle or drive my vehicle with it attached?
All Barnacle devices are equipped with tamper/motion-activated alarms that activate in the case that a driver attempts to move the vehicle. They also notify the University of Regina Parking and Transportation Services. Any attempt to remove or damage a Barnacle shall make the offender liable for additional penalties as per bylaw 9.2.6
Is there an additional Barnacle Administration Fee?
Yes there is an additional administration fee equal to the deployment fee of the Barnacle.
Once the Barnacle has been deployed How long do I have to pay my citations before my vehicle is towed?
All parking fines and associated fees must be paid within 2 business days of deployment or the vehicle may be towed, in the event of towing additional tow fees and impound fees may apply.
