To be eligible for a Citation Payment Plan:
- Your citation(s) must be older than 14 days at the time of the application.
- Minimum balance owing in citation fees is $50 or greater.
THE APPEAL PROCESS
Yes you may appeal a citation if you feel that your vehicle was parked in accordance with the University of Regina’s parking bylaws or that there were extenuating circumstances that warrant an appeal. All appeals must be submitted within 7 calendars days of the issuance date.
Please be advised, that due to the legal nature of citations issued at the University of Regina we cannot accept informal citation appeals by e-mail, in person or by telephone. They must be submitted through our website by the citation holder or representative. If you have accessibility needs that prevent you from submitting your appeal online please let us know.
If the violation can be appealed, students, employees, and affiliates may appeal their parking citation through their online parking portal using their UofR credentials or through the citation look up page.
To appeal a parking citation, guests may do so through the citation look up page. You will need the license plate number and the citation number listed on your citation.
- DO NOT pay your citation, remitting payment for a citation is considered an admission of guilt by the Provincial Bylaw Court. Once payment has been made it is no longer eligible for appeal through the University of Regina or Provincial Bylaw Court.
- Early citation payment timeline of 14 days is SUSPENDED and will resume once a decision is made.
- Once you submit an appeal you will receive a follow-up email confirming the receipt of the appeal. With a summary of your appeal reasoning. You will then receive a decision on the matter within 10 business days.
Appeal Granted: If your appeal is granted, Parking & Transportation Services will remove all citation-related fees associated with the citation and no further action is required.
Partial Appeal Granted: Upon review of the citation you may be granted a partial appeal, this is often in the form of a fine reduction. This payment will be due within 14 calendar days of notification or the amount owed will revert back to the full citation fee amount.
Appeal Denied: If your appeal is denied, the registered vehicle owner will be responsible to pay the fine as outlined on the citation.
Providing additional information: If your appeal was denied and you have additional information that you did not attach to your appeal such as photos, receipts or account numbers that will prove that you were in compliance you may respond to the appeal decision with them and your appeal may be re-reviewed.
Bylaw Court: You also have the right not to pay your parking citation and appear in Provincial Bylaw Court once you have received a summons to court. At this venue, you will have to opportunity to plead not guilty without explanation or guilty with explanation, if you plead not guilty the Justice will set a future court date for trial. At this second court date, you will have the opportunity to present your case, before the Justice and in the presence of the University of Regina prosecutor. If you fail to attend the summons court date or this subsequent court date and your citation is in good order the Justice will issue a court-deemed conviction in your absence.
Early Payment Citation Reductions: Pay your parking citation early, within 14 days of the citation issue date, to take advantage of the reduced amount shown on the citation if applicable. Not all bylaw violations will be eligible for an early payment citation reduction.
Failure to Pay Your Parking Citation: If the citation is not paid after 14 days of being issued and it is not part of a payment plan or in the appeal process the following documents will be sent.
Pending Summons: If you have received a Notice of Pending Summons, this is a reminder that you have an outstanding citation balance with the University of Regina Parking & Transportation Services that is overdue and requires immediate attention.
Summons: Failure to make payment on outstanding citations for parking violations will lead to a Summons, formally charging you with a parking offence, and will require an appearance in Provincial Bylaw Court. The summons will include the offence, the date of plea court, and the location of plea court.
If you pay your citation after 14 days your citation if originally eligible will no longer be eligible for an early payment discount. If you continue to delay payment you will receive a pending summons and depending on the state of your parking account you may become eligible for the following actions.
- Hold on student account.
- The barnacle/towing.
- Suspension of on campus parking privileges.
Paying a Citation: If you are issued a citation, you have 7 days from the date of the citation to enter an appeal and 14 days from the date of the citation to take advantage of any early payment option if one is available. Please note if you plan to appeal your citation do not pay it during the appeal process.
Pay Online: Use your UR Parking Account or the Citation look up page and pay online using a credit card.
Campus Guest: You may pay online through the Citation Look Up Page using your credit card.
Pay in Person: Pay your citation at the Parking & Transportation Services Office located in in College West Building with cash, debit, cheque, or credit card.
Pay by Mail: Send a cheque or money order (payable to the University of Regina) to:

Provincial Bylaw Court
The summons will include the offence, the date of Plea Court, and the location of Plea Court.
If you plead not guilty the Justice will stop further comment on the matter and they will set a second court date for a Trial that works with all parties schedules. All court dates are the third Friday of each month unless that date falls on a Stat Holiday.
At the trial, you will have the opportunity to present your case before the Justice and in the presence of the University of Regina prosecutor.
Failure to appear at your scheduled court appearance may result in a deemed conviction in your absence.
If you plead guilty with explanation the justice will ask what penalty the University of Regina is seeking and you will have an opportunity to ask about fine options programs. You also have the opportunity to utilize fine options programs if found guilty in your absence.
If you choose not to address the citation through either payment of the citation or through Provincial Bylaw Court the citation will be advanced to court in your absence. If the citation is found in good standing, a Court Deemed Conviction will be issued, 30 days after the Court Deemed Conviction is issued an administrative fee will be added to the citation and the matter will be forwarded to collections. Additionally if applicable a hold will be placed on your student account and your on campus parking privileges may be revoked.

All parking bylaws are enforced 24 hours per day 7 days per week, this includes things like accessible parking, encroachment and time limited parking. From the hours of 5:00 p.m. to 8:00 a.m. surface lot parking is free of charge and lot specific permit requirements are not enforced.
Below is a short non comprehensive list of commonly used Parking Bylaws and associated fines.
Pedestrians have the right-of-way in Parking Lots and at all Pedestrian Crossings and on Roads with no paralleling Pedestrian Walks provided they walk on the left side facing the Traffic.

The University of Regina makes the following reasonable presumptions:
- The person(s) obtaining a valid U of R parking permit is responsible for all infractions issued to each vehicle registered to that permit or any vehicle displaying that permit.
- If anyone with the same address as the registered owner(s) is determined to be associated with the University, then that person is presumed to be the operator of the vehicle receiving a parking infraction and is responsible for said infraction and/or;
- The registered owner of a vehicle will be responsible for all infractions issued to that vehicle if no other person at that address is determined to be associated with the University.

- Identify why your vehicle has been issued a citation
- List the amount of the fine owing and any early payment options
- Describe how and where to pay your fine

There is formal language used when speaking about compliance and citation in relation to the enforcement of Parking Bylaws at the University of Regina. Understanding the terminology will help you to understand the citations received and the legal terminology associated with them.
Citation: This is a ticket with an associated fine issued due to a violation of the University of Regina Parking Bylaws.
Parking Bylaws: The rules and regulations everyone must follow when operating a vehicle and parking a vehicle on any University of Regina properties.
Notice of Pending Summons: This is a formal communication issued through email or by Canada Post to notify individuals who have outstanding citation fees that payment is due. It will further inform legal actions that will take place if the citation balance is not paid in full. Pending Summons are issued to the registered owner of the vehicle.
Parking Summons: This is a formal communication issued through email or by Canada Post to notify individuals that they have been formally charged with a parking offence and have been summoned to make an appearance in Provincial Bylaw Court.
Deemed Conviction: A citation will receive a deemed conviction in the event an individual has been summoned to appear in Saskatchewan Provincial Bylaw Court and has been found guilty by the presiding Justice of the Peace or has failed to make their appearance as required by their Parking Summons.
- The University is not responsible for any theft, damage, or any incident to any vehicle at any time on University property.
- Authorized Bylaw Enforcement Personnel enforce traffic laws, bylaws, regulations, and procedures at the University of Regina. Violations of laws, bylaws and regulations may result in citations. Violators are subject to prosecution, towing, fines and/or penalties.
- In the event of an emergency situation, Campus Security or any other duly authorized Law Enforcement Personnel will direct and control traffic. All persons must act as directed by the signals and/or directions.
- No person(s) acting on behalf of themselves or a group may distribute flyers or any other form of printed literature on vehicles parked on campus. Littering charges may be laid.
- Pedestrians have the right of way in parking lots and at all pedestrian crossings and on roads with no paralleling pedestrian walks, provided they walk on the left side facing traffic.
- Bicycle parking is permitted only in areas specifically designed by the presence of bicycle parking racks or stands.
- No person shall skateboard on any property comprising the campus.
- The speed limit for vehicles on campus roadways is 40 km/h.
- Service vehicle areas, unloading areas, bus stop areas, are areas signed for special use and restricted at all times for the use as posted unless authorized.
- Parking is prohibited at all times:
- On any road except where signs expressly permit parking.
- On any sidewalk.
- On any other portion of the grounds not designed and/or provided for the parking of vehicles. Vehicles, which are illegally parked on campus, or are at the warrant stage, may be removed and impounded at the owner’s expense in accordance with the University of Regina Bylaws.
- Vehicles must be parked correctly in all parking lots as indicated by guidelines, curbs, signs, headers, and other markings; and must not be parked in any way that obstructs the free flow of traffic or of the parking of vehicles in adjacent stalls.
- The University reserves the right to assign specific parking spaces and to limit parking privileges and/or assign specific parking privilege places.
- The University reserves the right, under special or unusual circumstances, to appropriate portions of the parking area(s), or set aside an area on Campus, for such purposes as construction, maintenance and repairs, or parking for guests at special University functions such as convocation or special lectures.
- If a permit holder sells their vehicle or loans their vehicle to another driver, the vehicle plate number must be removed from the permit holder's account.
- A parking privilege becomes invalid when vehicle information, such as changes to or additions of license plates, are not registered with Parking & Transportation Services through UR Parking Account.
- Parking privileges on campus may be revoked due to outstanding citations, or abuse of the Parking Regulations. If privileges are revoked, written notice of suspension will be given to the permit holder. Parking privileges will not be reinstated until the appropriate proof or action is taken.
- Vehicles must be in good working order as per the Province of Saskatchewan Vehicle Equipment regulations:
- Any damages incurred or repairs needed to the University property as a result of vehicle equipment violation will be charged to the owner of the vehicle. (E.g. you may need to pay for damages/repairs if your vehicle leaks oil or you hit a sign, post or other structure on campus.)
- If your vehicle is inoperable, contact Parking & Transportation Services immediately at 306-585-5555 or Campus Security at 306-585-4999. You will have 24 hours to repair and/or remove your vehicle unless stated otherwise by Parking & Transportation Services or by Campus Security Personnel.
- Reasonable attempts will be made to locate the owner of suspected abandoned vehicles. If these attempts fail, the vehicle will be removed from campus.
- Vehicles such as motor homes, trailers, and campers may not park on campus for living purposes unless approval has been given from Parking & Transportation Services or Campus Security Personnel.
