The Institute of Public Administration of Canada (IPAC) is a national, bilingual non-profit organization focused on the theory and practice of public management. Its mission is to promote excellence in public service. This award was established to assist students who are pursuing a Master of Public Administration or a PhD related to Public Administration. It will encourage graduate students to develop a commitment to public service, experience collaborative research, advance managerial acumen, and sharpen leadership talents. Doug Stevens obtained degrees at the University of Regina (BA, Honours, Public Admin), Carleton University (Master's in Political Science and International Studies) and University of Toronto (PhD in the Dept of Political Science). Doug worked for the Government of Saskatchewan as a Research and Planning Analyst and a Senior Analyst, then moved to the Public Service Commission as a Senior Advisor. Through Fax Direct, which he started in 1992, Doug created a network of associates across Western Canada.

Eligibility

The scholarship will be awarded to two part-time students at a value of $4,050 each, or one full-time student at a value of $8,100 who meets all of the following five criteria:
- Enrolled in the Johnson-Shoyama Graduate School of Public Policy;
- Must be pursuing a Master of Public Administration (MPA). A student can also apply if they are pursuing a PhD related to Public Administration;
- Demonstrated creativity and or innovation with respect to public administration or public policy proven through an essay and/or interview;
- Minimum cumulative grade point average (CGPA) of 80%; and
- Financial need of the student will be considered (Tell us your story as to WHY or the nature of your financial need).

Application Information

In addition, students will need to upload the following:

- 1000 Word essay demonstrating creative and/or innovative thinking in Public Administration;

- One page statement demonstrating financial need (Tell us your story as to WHY or the nature of your financial need);

- UP TO DATE Transcripts, which include CURRENT SEMESTER REGISTRATION. University of Regina Unofficial Transcript titled 'Current Registration & List of Courses (Unofficial Transcript)' found in UR Self Service OR University of Regina Official Transcript from MyCreds. Please refer to the MyCreds | MesCertif learner FAQs for more information on fees and how to register.

IMPORTANT: If you are an entrance student with no grades yet at the U of R, in addition to the unofficial transcript found in UR Self Service or the official transcript from MyCreds, you MUST also provide a copy of your last institution transcript along with the grading key in order to be considered. You must combine these documents into one and upload them.
