
Provincial Attestation Letter
Regulations and Procedures
As of January 22, 2024, students who are fully accepted to undergraduate programs are required to have a Provincial Attestation Letter (PAL) before applying for a study permit. Learn more about the PAL requirement.
Once you are fully accepted, and have replied to your offer and paid your tuition deposit, you will be eligible for the U of R to request your PAL from the Government of Saskatchewan. The Government of Saskatchewan will then issue your PAL through the MyCreds platform.
After you have paid your tuition deposit, ensure that you login and have access to your uregina email account. You will be notified by email from MyCreds (noreply@mycreds.ca) to your uregina email account when your PAL is available. Follow the instructions in the email to download your PAL.
Students will be able to apply for a study permit to Saskatchewan once they receive:
- a Letter of Acceptance (LOA) from the institution they plan to study at and
- the corresponding Provincial Attestation Letter (PAL)

If you do not have a PAL, you will be required to declare that you meet an exception. To support this, you will need to write and sign a letter of explanation addressed to IRCC outlining the reasons you are exempt, including:
- Your name;
- Your student ID number;
- Your current program of study;
- The date you started studying at the University of Regina;
- That you are studying at the same level of study that is listed on your study permit;
- That you meet one of the exceptions listed on IRCC's website.
- It is recommended to include the link of where you found the information.
If you were issued a PAL, you will include it in your study permit extension application in the applicable document field.
