Provincial Attestation Letter

Students who are fully accepted to undergraduate programs are required to have a Provincial Attestation Letter (PAL) before applying for a study permit. Learn more about the PAL requirement here.

Once you are fully accepted, and have replied to your offer and paid your tuition deposit, you will be eligible for the U of R to request your PAL from the Government of Saskatchewan. The Government of Saskatchewan will then issue your PAL through the MyCreds platform.

After you have paid your tuition deposit, ensure that you login and have access to your uregina email account. You will be notified by email from MyCreds (noreply@mycreds.ca) to your uregina email account when your PAL is available. Follow the instructions in the email to download your PAL.

 

Provincial Attestation Letter FAQ

Who requires a PAL?

The Provincial Attestation Letter requirement applies to newly admitted international students applying for a Study Permit for the following programs:

  • Undergraduate (Bachelors, Diploma, Certificate)
  • English as a Second Language
  • Any other program of study that is longer than 6 months in length and does no lead to a Masters or PhD degree

 

A PAL is not required for:

  • Masters or Doctoral degree students applying for a study permit outside of Canada
  • Students already in Canada on a study permit applying to extend their stay
  • Students who submitted their study permit application to IRCC before 8:30 AM ET on January 22, 2024

Do I need to apply for a PAL?

You do not need to apply for a PAL.

Will I be approved for a Study Permit if I receive a PAL?

If you receive a PAL it does not guarantee that you will be approved for a Study Permit. Your Study Permit approval will depend on all required information that you submit for your Study Permit application.

Can I apply for my Study Permit without a PAL?

No, you will need to provide a PAL and your Letter of Acceptance from the institution with your Study Permit application. If you fail to do so, IRCC will return your Study Permit application.

When and how will I receive my PAL?

After we receive your tuition deposit payment, it may take approximately 1-2 weeks for your PAL to be issued.

What does the PAL expiry date mean?

The expiry date indicates how long the PAL is valid for. You must ensure you submit your study permit application before the expiry date listed on your PAL.

 

Study Permit

Once you receive your Provincial Attestation Letter (PAL), you can apply for your study permit from Immigration, Refugees and Citizenship Canada (IRCC). It is recommended to apply for a study permit well in advance of your intended start date. For more information about applying for a study permit, please visit the IRCC website here.

If your application is approved, you will receive a Letter of Introduction. When travelling to Canada, ensure you have a valid passport, your visa/eTA, and your Letter of Introduction, which you will present to the Canada Border Services Officer at the Port of Entry upon your arrival. Your actual Study Permit will be issued when you enter Canada.
