Provincial Attestation Letter
Students who are fully accepted to undergraduate programs are required to have a Provincial Attestation Letter (PAL) before applying for a study permit. Learn more about the PAL requirement here.
Once you have accepted your offer of admission and paid your tuition deposit, you will be eligible for the U of R to request your PAL from the Government of Saskatchewan.
The Government of Saskatchewan will then issue your PAL through the MyCreds platform. You will be notified by email from MyCreds (noreply@mycreds.ca) when your PAL is available. Follow the instructions in the email to download your PAL.
It is very important to ensure that you have access to the email address you used to apply to the U of R, as this will also be the email address used to issue your PAL.

Who requires a PAL?
The Provincial Attestation Letter requirement applies to newly admitted international students applying for a Study Permit for the following programs:
- Undergraduate (Bachelors, Diploma, Certificate)
- English as a Second Language
- Any other program of study that is longer than 6 months in length and does no lead to a Masters or PhD degree
A PAL is not required for:
- Masters or Doctoral degree students applying for a study permit outside of Canada
- Students already in Canada on a study permit applying to extend their stay
- Students who submitted their study permit application to IRCC before 8:30 AM ET on January 22, 2024
Do I need to apply for a PAL?

After we receive your tuition deposit payment, it may take approximately 1-2 weeks for your PAL to be issued.
What does the PAL expiry date mean?
Study Permit
Once you receive your Provincial Attestation Letter (PAL), you can apply for your study permit from Immigration, Refugees and Citizenship Canada (IRCC). It is recommended to apply for a study permit well in advance of your intended start date. For more information about applying for a study permit, please visit the IRCC website here.
If your application is approved, you will receive a Letter of Introduction. When travelling to Canada, ensure you have a valid passport, your visa/eTA, and your Letter of Introduction, which you will present to the Canada Border Services Officer at the Port of Entry upon your arrival. Your actual Study Permit will be issued when you enter Canada.
