The town water comes from this little lake above town. There was a high-pitched hum. Jeff remembered hearing that in BC someone tried using a constant emitting high-pitched hum around schools to deter teenagers from loitering there, because there's a sonic frequency that is super annoying to teenagers but older adult ears are dullened to it and it only sounds like a hum. Perhaps they are using that here to keep kids away from the water.
