Because of premafrost conditions, the water and sewer lines are all above ground. The funny triangle thing on top of the pipe is to keep local kids from running along on top of the pipe, which in the past has caused damage which *nobody* wants to repair in the winter (especially on a day that is 24 hours of darkness).
