CONSTITUTION OF THE UR KARATE CLUB

Article 1. Name

The club shall be called the UR Karate Club.

Article 2. Purpose

The purpose of this club is:

2.1. to promote the practice of karate-do as a martial art, i.e. as a physical activity and as a mental discipline.

2.1.1. Due to the physical nature of the activity, members are required to complete a health questionnaire.

2.1.2. Training must be done on a hardwood floor, otherwise members may develop health problems in the long run. Training elsewhere on a temporary basis is permissible.

2.2. to host seminars and regular rank gradings throughout the year.

2.3. to host and attend various levels of competition including regional, provincial, and inter-university events.

2.4. any other activities which will complement and enhance the purpose of the Club.

Article 3. Membership

3.1. Regular Membership

Membership and training is open to any student, employee or faculty of the University of Regina. An individual may become a member by payment of the prescribed fee.

3.1.1. Assistant

An assistant is a member with the rank of purple belt (who trained for at least 2 years before obtaining a purple belt) who has been formally designated as such by the Executive Committee. Assistants are allowed to help instructors during regular training.

3.1.2. Instructor

An instructor is a member with the rank of black belt (who trained for at least 4 years before obtaining a black belt) who has been formally designated as such by the Executive Committee.

3.1.3. Chief instructor

If there is more than one (1) instructor in the Club, the Executive Committee shall designate one (1) chief instructor. The chief instructor will determine the system of training of the club and any technical aspects of karate-do.

3.3.2. Meetings of instructors and assistants

Instructors and assistants shall meet on a regular basis in order to prepare a curriculum for the weeks to come.

3.2. Alumni membership

Alumni are most welcome at the UR Karate Club and will be considered as regular members.

3.3 Guest membership

The UR karate Club is not an exclusive organisation, but the students of the University of Regina must be regarded as priviledged members. Individuals not affiliated with the University of Regina will be considered as guest members. No more than 25% of members allowed to take part in the regular training of the UR Karate Club shall be guest members. Guest members may attend the General Meeting but will not be granted voting privileges. Guest members shall not be elected to the Executive Committee.

3.4. Suspension of members by the Executive Committee.

The Executive Committee may decide to suspend a member who:

3.4.1. has demonstrated by his/her behavior or conduct, attitudes that may endanger the safety of other members.

3.4.2. has demonstrated by his/her behavior or conduct, attitudes contrary to the standards of karate-do.

3.4.3. falls two (2) months in arrears of membership fees.

3.5. Membership fees.

The UR Karate Club must be affiliated with provincial and national associations. The UR Karate Club must also acquire and maintain training equipment. Therefore, members have to pay membership fees on a semester basis (4 months). The fee schedule will be voted at the Annual General Meeting.

Article 4. Executive Committee

4.1. There shall be an Executive Committee of the Club which shall, subject to the plenary power of the general meeting of members, manage the affairs of the Club between meetings of members.

4.2. Terms of Office

All executive positions on the Executive Committee shall be filled for two (2) year terms and are renewable. The President and Treasurer shall be elected every odd number year while the Vice-President and Secretary shall be elected every even number year. Where there is a resignation prior to the expiry of an Executive member's term, the Executive Committee may choose to appoint a member to complete the term of the vacated office.

4.3. Membership of the Executive Committee

The membership of the Executive Committee shall consist of the following.

4.3.1. The President

The President shall represent the Club's interest in the community. The President shall preside at all meetings. In consultation with the Executive Committee, the President shall arrange the program of the activities of the upcoming year. The President shall submit a full report to the Annual General Meeting of the activities of the Association during the preceding year.

4.3.2. The Vice-President

The Vice-President shall perform the functions of the President in the absence or incapacity of that officer. The Vice-President shall assist the President in the organisation of all activities prepared by the Club.

4.3.3. The Treasurer

The Treasurer shall manage the finances of the Club and shall present a financial statement at the general meeting. The Treasurer shall pay all accounts approved by the Executive Committee by cheque, countersigned by the President or Vice-president. The Treasurer will be responsible for ordering karate-gi (white tunics designed for the practice of karate-do) and martial art material for the members of the Club.

4.3.4. The Secretary

The Secretary shall send out notices of all meetings and other announcements, prepare the agenda for all meetings, keep the membership lists, record the minutes of meetings for the Executive Committee and the members, conduct all correspondence and generally discharge the duties of a Secretary.

4.4. Meetings

Meetings should be held at regular intervals. Notice of meetings will be posted in the Dojo. Meetings are called by any two members of the executive committee. A quorum for meetings shall be three (3) members of the Executive Committee out of four (4). Meetings of the Executive Committee are open to the membership, but members who are not appointed to the Executive Committee will not have voting privileges. Any member wishing to bring a matter before the Executive Committee may apply in writing to the Executive Committee. All members of the Executive Committee have one (1) vote. In case of a tie, the President will take the final decision.

Article 5. Committees

The Executive Committee and any general meeting of members are each empowered to establish from time to time such committees as may be deemed advisable and to appoint the membership thereof.

Article 6. Meetings of Members

6.1. Annual General Meeting

The Annual General Meeting shall be held each year, during the first week of February. Every member shall receive twenty-one (21) days notice of the Annual General Meeting by a notice posted at the Dojo. The agenda for meetings of members shall be distributed to the membership at least fourteen (14) days prior to the meeting.

6.1.1. Voting

Each regular member shall have one (1) vote at any meeting of the members. No member shall vote by proxy at any meeting of the Club.

6.1.2. Quorum

A quorum for the transaction of business at any meeting of member shall be the membership, with voting privileges, present and in person.

6.1.3. Election of officers

If there are two (2) or more candidates willing to run for office, the election shall be by secret ballots cast by the membership, at the meeting. Nominations for the office shall be the responsibility of a nominating committee appointed by the Executive Committee.

6.2. Special General Meetings

The Executive Committee may call a Special General Meeting of the Club at any time, by posting a notice at the Dojo seven (7) days beforehand.

Article 7. Amendment of the Constitution.

The constitution may be amended by two-thirds of the members present and voting at the Annual General Meeting. In both cases, the minimum twenty one (21) days written notice shall apply.
